Report of the Strategic Director, Communities and Environment

Minutes:

The Committee received a report seeking authorisation for a Special Safety Certificate No. 14 for the Nitro Circus event at Gateshead International Stadium.

 

RESOLVED -

i)

the Committee agreed not to authorise the Service   Director for Development, Public Protection & Transport to issue a Special Safety Certificate in respect of Gateshead International Stadium; and

 

ii)

the Committee agreed to authorise the Chair and Vice Chair to issue a Special Safety Certificate in respect of Gateshead International Stadium following satisfactory   consultation with the Service Directors of Development, Public Protection & Transport and Culture, Communities, Leisure and Volunteering on the terms of the proposed Certificate once complete and accurate.

Joint report of the Strategic Director, Corporate Services and Governance and the Strategic Director, Communities and Environment

Minutes:

The Committee received an application for approved premises status for the Shipley Art Gallery as a venue for the solemnisation of civil marriages and registration of civil partnerships.

 

The premises have been inspected by the representative of the Strategic Director, Corporate Services and Governance and reviewed by the Service Director, Development and Public Protection. The premises satisfy the requirement to be a seemly and dignified venue for the proceedings in accordance with the Marriages and Civil Partnerships (Approved Premises) Regulations 2005. There were no objections to the application.

 

RESOLVED - that the application be approved.

The Committee may wish to exclude the press and public from the meeting during consideration of the following items on the grounds indicated:-

HACKNEY CARRIAGE AND PRIVATE HIRE LICENSING ISSUES

(PARAGRAPH 7)

 

RESOLVED

i)

the Committee agreed to grant the applicant (RC/10/16) a Private Hire Driver licence

 

ii)

that such licence shall be for the duration of one year

 

iii)

that the following condition be added to the applicant’s licence

“on each of the following dates the licensee shall submit to the Council’s Licensing Section his certificate(s) of insurance for             use of vehicle(s) for private hire for the specified periods and confirmation of any dates during each period that the applicant did not hold private hire insurance for; and that should the licensee fail to comply with this condition his licence shall be suspended with immediate effect until such time as the applicant provides the said certificate(s)-

6 September 2016 – for the period 7 June 2016 to 6 September 2016

6 December 2016 – for the period 7 September 2016 to 6 December 2016

6 March 2017 – for the period 7 December 2016 to 6 March 2017

6 June 2017 – for the period 7 March 2016 to 6 June 2017

 

iv)

that the applicant shall be reminded to the terms of his licence and the expectation placed upon him as a licensee; and given a strict warning as to his future conduct

 

v)

the Committee agreed to suspend the applicants (RC/11/16) Dual Hackney Carriage/Private Hire Driver licence with immediate effect

 

vi)

that the suspension of the applicant’s licence may be lifted upon his satisfactory completion of a driver assessment and correction course, as set out below:-

 

vii)

that a condition be added to the applicant’s Private Hire Driver licence requiring as follows-

“on or within the calendar month immediately preceding the anniversary of the grant of his current licence, the licensee shall submit to the Council’s Licensing Section a current enhanced DBS certificate which he is to obtain at his expense; and that should the licensee fail to comply with this condition his license shall be suspended with immediate effect until such a time he provides the said certificate”; and

 

viii)

that the applicant shall be reminded to the terms of his licence and the expectation placed upon him as a licensee; and given a strict warning as to his future conduct including that he will be subject to increased frequency of compliance checks.
