Consideration was given to the establishment of an “Air Quality Joint Committee” with Newcastle City Council.

COUNCIL RESOLVED           -           That an “Air Quality Joint Committee” be

established with Newcastle City Council to exercise both executive and non-executive functions and that its membership, as set out in appendix 3 of the report, be noted.

Consideration was given to the proposed changes to the Blaydon and Gateshead constituencies.

COUNCIL RESOLVED           -           That the proposed changes to the

Blaydon constituency and Gateshead constituency be supported and officers be authorised to respond to the formal Boundary Commission for England consultation, both at the public hearing and in a formal written response.

Consideration was given to a new Corporate Commissioning and Procurement Strategy 2021/22 – 2026/27.

Consideration was given to the revised pay policy statement.

Councillor Beadle moved the following amendment to the recommendations in the report:

Add (6) agrees that the Leader writes to the JNC for Chief Officers and the JNC for Chief Executives to propose a pay freeze for 2022/23.

A vote was taken on the amendment.

On the amendment being put it was defeated.

The original recommendations were put as the substantive motion.

The original recommendation was duly carried.

COUNCIL RESOLVED           -           That the draft Pay Policy Statement 2022/23 be

approved.

Consideration was given to a new Resident Influence Strategy and Framework.

COUNCIL RESOLVED           -           That the Resident Influence Strategy and

Framework, as set out in appendices 2 and 3 of the report, be approved.

Consideration was given to the Treasury Policy Statement and Treasury Strategy for 2022/23 to 2025/26.

COUNCIL RESOLVED           -           That the Treasury Policy Statement and the

Treasury Strategy, as set out in appendices 2 and 3 of the report, be approved.
