Consultation on a Revised Option to Improve Air Quality in Gateshead, Newcastle and North Tyneside pdf icon PDF 546 KB

Report of the Chief Execuitve and Acting Strategic Director, Communities and Environment

Minutes:

Consideration has been given to the proposal to consult on a revised proposal for improving air quality in Gateshead, Newcastle and North Tyneside.

 

 

 

The alternative option to that being recommended, but which has been discounted at this time, was to also consult on a Clean Air Zone Class D proposal.

 

 

 

RESOLVED -

(i)

That consultation with affected stakeholders and the public for six weeks on a Clean Air Zone Class C and associated traffic management measures be approved.

 

 

 

 

(ii)

That consultation with affected stakeholders and the public on possible mitigation measures to minimise the impact of the aforementioned Clean Air Zone and traffic management schemes be approved.

 

 

 

 

(iii)

That the approval of the final form of the appropriate consultation materials be delegated to the Chief Executive in consultation with the lead Cabinet Member.

 

 

 

 

(iv)

That outcomes of consultation, together with a Final Business Case for a single option, be brought back to Cabinet for final approval.

 

 

 

The above decisions have been made to improve air quality in Gateshead, Newcastle and North Tyneside.

Report of the Acting Strategic Director, Communities and Environment

Minutes:

Consideration has been given to the implementation of four Public Space Protection Orders (PSPOs) for Gateshead.

 

 

 

RESOLVED -

(i)

That the outcome of the public consultation as set out in appendix 2 to the report be noted.

 

 

 

 

(ii)

That the Integrated Impact Assessment as set out in appendix 3 to the report be noted.

 

 

 

 

(iii)

That the following PSPOs and as set out in appendix 4 to the report be approved:

 

 

·      Borough wide (extension of the existing order).  It will be an offence to:

o    be in control of a dog which fouls in a public space and not remove the dog faeces

o    not put a dog that is out of control on a lead when requested to do so by a council officer or a police officer

o    not keep dogs on a lead at all times at all cemeteries and school sites

·      Pensher Street East

o    Access to the back lane will be blocked to all vehicles

·      Mill Road Car Park.  It will be an offence to:

o    Attend the car park for the purposes of a rally/car meet

o    Race motor vehicles

o    Act in an anti social manner e.g. do burn outs, play loud music

·      Pilot School Site.  It will be an offence to:

o    pick up and drop off pupils of Dunston Hill/Kingsmeadow School, during certain times. 

 

 

 

 

(iv)

That the maximum amount of £100 as the level of the Fixed Penalty Notice, with a 25% discount for payment within 14 days be approved.

 

 

 

The above decisions have been made to reduce the amount of anti-social behaviour (including dog fouling) across Gateshead.

Consideration has been given to recommending the Council to endorse the Annual Youth Justice Strategic Plan for 2019-2020.

 

 

 

RESOLVED -

 

That the Council be recommended to endorse the Annual Youth Justice Strategic Plan for 2019-2020.

 

 

 

The above decision has been made to allow the Youth Justice Service to fulfil its strategic and operational responsibilities.

That the Council be recommended to endorse the Annual Report of the Audit and Standards Committee for 2018/19

 

 

 

The above decision has been made to strengthen the Council’s arrangements for oversight by councillors of governance, audit, risk management, the internal control framework, value for money and efficiency.

Consideration has been given to the Gateshead Safeguarding Adult’s Board (SAB) and Local Safeguarding Children’s Board (LSCB) Annual Reports and Strategic Plans.

 

 

 

RESOLVED -

 

That the Annual Reports and Strategic Plans be endorsed.

 

 

 

The above decision has been made to ensure that statutory duties of the Gateshead Local Safeguarding Children’s Board and Gateshead Safeguarding Adults Board are met.

Report of the Director of Public Health

Minutes:

Consideration has been given to measures proposed by Action on Smoking and Health (ASH) in response to the consultation on the Prevention Green Paper “Advancing our health: prevention in the 2020s – consultation document”.

 

 

 

RESOLVED -

 

That support be given to ASH’s response to the above Green Paper, calling for the following two measures to be included within it:

 

 

·         To require manufacturers and importers of cigarettes to include Government mandated pack inserts to support quitting.

·         To increase the age of sale from 18 to 21

 

 

 

The above decision has been made to help to improve health and wellbeing and reduce inequalities in health in Gateshead.
