Report and presentation of the Strategic Director, Care, Wellbeing and Learning

The Committee received a report and presentation as part of its review “helping people stay at home safely”. The Committee agreed, at its meeting on 18^th June 2018 that the review will consider how health, social care and voluntary services support people’s confidence and independence to live safely in their own home. The review will centre on the 6 core themes of:

·         Assistive technology and digital information;

·         Enablement services;

·         Housing options to support independent living;

·         Commissioning for enablement outcomes;

·         Emergency and community services;

·         Personalisation and choice.

The report focussed upon ‘commissioning for enablement services and outcomes’, the background and context for the approach and the evidence base. The report also highlighted how enablement can take place in different forms e.g. use of equipment, digital technologies and the use of trained enablers e.g. travel trainers, occupational therapists, and the report highlighted the ongoing work in Adult Social Care to promote enablement and independence for people with learning difficulties.

The presentation focussed on case studies which demonstrated how enablement can help people stay safe at home or move on from care to become independent. The case studies focussed on the work of the Achieving Change Together Team.

The Committee were also invited to attend a drop in session displaying the range of assisted technologies, which will take place on 12 February 2019 from

8.30 am – 12.30 pm in the Whickham Room.

Report of the Strategic Director, Care, Wellbeing and Learning

The Committee received a report providing an update on the work of the Gateshead Health and Wellbeing Board for the six month period April to September 2018.

·         Children and Young People in Care and Care Leavers Strategy

·         Assurance/Performance Management

Joint report of the Chief Executive and the Strategic Director, Corporate Services and Governance

The Committee received a report, which was set out in two parts. The first part setting out the provisional work programme for Care, Health and Wellbeing  Overview and Scrutiny Committee for the municipal year 2018-19 and the second part detailing the current position/next steps in the development of the work programme for the municipal year 2019-20.

The Appendix appended to the main report set out the work programme as it currently stands and highlights proposed changes to the programme in bold and italics for ease of identification.

The process for developing all the OSC work programmes for 2019-20 is now underway and views are currently being sought from councillors’ on potential priority issues for inclusion which fall within the remits of the relevant OSCs and support the 5 pledges under the Thrive agenda.

The Committee were advised that subsequently, in line with usual practice, partner organisations will be consulted on the emerging themes for each OSC for 2019-20 with a view to OSCs considering any feedback/additional suggestions/endorsing their respective work programmes at their March/April 2019 OSC meetings and referring them to Council for agreement.
