RESOLVED -That the minutes of the meeting held on 7 November 2016 be agreed as a correct record and signed by the Chair.

The Lady Elizabeth Kirk Award

Awarded to Gateshead Council by the British Horse Society at their Annual Awards Ceremony on 25th November 2016 at Saddler’s Hall, London.

This award given directly by the British Horse Society, shows an appreciation by an independent body of the work undertaken by the Rights of Way Committee.

 

The speech delivered at the ceremony on the presentation of the award:

 

“The Lady Elizabeth Kirk Award for the best voluntary dedication of a bridleway goes to Gateshead Council

 

Driven by a desire to add to the convenience and enjoyment of all users, Gateshead Council made a deed of dedication to upgrade a footpath to a bridleway on its land at Buck’s Hill Plantation in Whickham. The upgrade to Footpath Whickham 79 adds an equestrian and cycle link to the existing rights of way in Washingwell Woods. This generous dedication will hopefully inspire other councils and public organisations to do to the same.”

 

Minutes:

The Committee were advised that the Council had been awarded “The Lady Elizabeth Kirk Award” by the British Horse Society at their Annual Awards ceremony in London on 25 November.  The award given directly by the British Horse Society, shows an appreciation by an independent body of the work undertaken by the Rights of Way Committee.

RESOLVED -      (i)     That a deed of dedication be made on Council owned land to dedicate Brdleway Felling 51 at Jonadab Road, Bill Quay, Gateshead, as shown with a broken line from Point A to Point B and Point C to Point D on the plan which is attached as an appendix to this minute;

 

                            (ii)    that a deed of dedication be made  to upgrade part of Footpath Felling 11 as shown with a bold yellow line from Point B to Point C on the plan which is attached as an appendix to this minute

 

                            (iii)   that delegated authority be granted to the Strategic Director of Corporate Services and Governance to undertake the following;

                           

(a)          To complete and publicise a deed of dedication to dedicate Bridleway Felling 51 as shown with a broken line from Point A to Point B and Point C to Point D on the attached plan which is attached as an Appendix to these minutes and to upgrade part of Footpath Felling 11 as shown with a bold yellow line from Point B to Point C on the plan which is attached as an appendix to this minute.

RESOLVED -      (i)     That a public path creation agreement is entered into to upgrade to bridleway part of Footpath Ryton 76 as shown with a black dotted line from Point A to Point B at Ryton Golf Club which is shown on the plan attached as an appendix to this minute.

 

                            (ii)    That delegated authority be granted to the Strategic Director of Corporate Services and Governance to undertake to complete the public path creation agreement to:

 

(a)  Upgrade the bridleway part of footpath Ryton 76 as shown with a black dotted line from Point A to Point B at Ryton Golf Course shown on the plan which is attached as an appendix to this minute.

                           

                            (iii)   that the Strategic Director of Corporate Services and Governance be authorised to undertake to complete the public path creation agreement to upgrade the bridleway part of footpath Ryton 76 as shown on the plan which is attached as an appendix to this minute.

Minutes:

The Committee were provided with updates on legal issues regarding the Public Path Creation Order at Bridleway Felling 50 at Bill Quay and that the outstanding objection had been withdrawn and the Order would be confirmed.

 

The Committee were also updated on principal works carried out at Burdon Moor, Victoria Garesfield and Blackhall Mill.

 

RESOLVED    -           That the information in the report be noted.
