The consent hereby granted shall be for a limited period only of 18 calendar months from the date of this decision. On the expiration of this period, the use of the external seating area, covered terrace area to south of Public House and metal grain silo shall cease, and the site returned to its former condition within three months of the date of expiry.

Within three months of the date of this decision, the following works shall be fully completed:

1. Removal and relocation of all obstructions within the coach turning area as specified in Appendix F of the approved Transport Note (JN2675-Rep-0002.1 Transport Note).

2. Layout of the car park in accordance with the details in Appendix E of the approved Transport Note (JN2675-Rep-0002.1 Transport Note). This shall include, but is not limited to, removing and making good old markings and repainting the new layout.

3. Resurfacing of areas of the car park that are potholed or in poor condition.

 

Upon completion of these works, the car park shall remain open and accessible to vehicles, pedestrians, and cyclists at all times when the premises is open to the public. The two proposed dual-sided tower advertisements, by virtue of their height, size, location, prominence and level of illumination would appear imposing and visually intrusive within the existing street scene and wider landscape setting including A1 Corridor and River Tyne, to the unacceptable detriment of the visual amenity of the site and surrounding area, so would be contrary to the requirements of the National Planning Policy Framework, National Planning Practice Guidance and the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.

 

2 

In the absence of an agreed Section 106 Agreement, it is not possible to conclude that the proposed advertisements could be prevented from being installed and operated alongside the previously approved advertisement under application reference: DC/24/00062/ADV. The cumulative impact of the three signs in close proximity to one another, by virtue of their height, size, location and prominence, would appear cluttered, imposing and visually intrusive within the existing street scene and wider landscape setting, to the detriment of the visual amenity, as well as giving rise to public safety concerns in respect of highway safety on the A1. As such the proposal would be contrary to the requirements of the National Planning Policy Framework, National Planning Practice Guidance and the Town and Country Planning (Control of Advertisements) (England) Regulations 2007.

The Committee received a report to be informed on the financial contributions the Council has secured through the Community infrastructure Levy (CIL).

 

Total CIL income since 2017 is now £4,368,411.72 which is split between:

·       Neighbourhood Portion at 15% = £655,261.73

·       Strategic Pot at 80% = £3,494,729.36

·       Admin at 5% = £518,420.58

 

A total of £1,196,230 has been spent leaving £2,298,499.36 available in the strategic pot.

 

RESOLVED:
